Uttarakhand, often referred to as Devbhoomi or the “Land of Gods,” recently marked its 25th anniversary. In an exclusive interview with The Indian Express, Chief Minister Pushkar Singh Dhami addressed the state’s progress, contentious policy decisions, and the ongoing debates surrounding its cultural identity.
Dhami highlighted the significant economic strides made by Uttarakhand since its formation. He pointed to the increase in per capita income from Rs 15,825 to an estimated Rs 2,74,000 and the growth of the Gross State Domestic Product (GSDP) from Rs 14,501 to Rs 3.78 lakh. He credited infrastructure development projects, spearheaded under Prime Minister Narendra Modi, including the Char Dham Pariyojana all-weather road, enhanced air connectivity, and improved highways, for boosting the state’s economy and connectivity. Dhami also emphasized Uttarakhand’s strong performance in Sustainable Development Goals, topping the list in 2023-24.
However, the interview also delved into the controversies surrounding the state’s policies, particularly the Uniform Civil Code (UCC) and laws addressing religious conversions and minority education. Dhami defended these measures, asserting that they are designed to protect Uttarakhand’s unique cultural and religious heritage. He refuted accusations of targeting specific communities, stating that the government aims to prevent practices that “dilute the culture and religiosity of the state.”
The UCC, a key initiative of the Dhami government, has faced legal challenges and sparked debate. Dhami clarified that the UCC Bill was introduced with the understanding that suggestions and recommendations would be considered. He stated, “We are not dogmatic about this and are open to differing views, which are good for Uttarakhand and its people.” He also addressed the registration of live-in relationships under the UCC, stating that while the initial response might seem modest, he expects registrations to increase over time.
Dhami addressed concerns over the Anti-Conversion Amendment Act and the Minority Education Act, emphasizing that these laws are consistent with the Indian Constitution and the principle of the rule of law. He refuted claims that these laws violate constitutional rights, arguing that they aim to ensure that all children, regardless of their religion, receive modern education. He criticized some madrasas for allegedly failing to provide such education and fostering a “sectarian and primitive mindset,” justifying the repeal of the Madrasa Board.
The Chief Minister also addressed the issue of protests related to the Uttarakhand Subordinate Service Selection Commission (UKSSC) exam, healthcare, and farm subsidies. He acknowledged the concerns raised by the protesters, stating that the government has taken action to address their grievances, including ordering a CBI probe into the UKSSC exam irregularities and upgrading community health centers in response to demands for better healthcare services in the hills.
Dhami strongly pushed back against accusations that his rhetoric on “jihad” and demographic change is divisive. He attributed such allegations to “Urban Naxals” and asserted that the government is not targeting any particular community. He defended his stance by citing instances of alleged encroachment on public land and the luring of women under false pretenses.
Looking ahead, Dhami expressed confidence in the BJP’s continued success in Uttarakhand, citing the party’s overwhelming majority in the 2022 elections and subsequent victories in local polls. He attributed this success to the “double-engine government” under Prime Minister Modi, which he said has brought stability and development to the state. He emphasized his role as a dedicated worker focused on serving the people of Uttarakhand.
